Country's Civilization Number

How long does it take a country to disintegrate, after you remove its law and order system? Let us define that as a country's civilization number.

For Iraq, it was about 3 years, so let us assign Iraq a number of 3.

What would be the US's civilization number. There are two schools of thought. First, that the society lives so close to the edge, taking advantage of every provision, every loophole, pushing against every boundary, that if you remove law and order, the country would fall apart in a matter of days or weeks. The second view is that America started with a group of people without any government; they learned that living within expected behaviors is advantageous for every one; this theory would make US's civilization number to be very large. Which one do you subscribe to?

What about countries like Japan? My guess, is that it being a very civil society, it would probably be decades.

And, emerging economies like China and India? Probably for ever, as the societies there have learned to live with or without government.
